Membership of the GitHub Developer program used to be restricted to developers with a paid GitHub account. Now it is open to any developer who want to join with a range of levels of membership.

The GitHub Developer Program (GDP) GitHub hosts more than 50 million projects and is used by more than 20 million developers means a significant expansion.

According the blog post announcing the new version of the program, it has three levels with additional benefits added at each stage:

  • Level 1

For newbies, this level   provides you with tools to learn more about the GitHub API and lets you join the integrator community
  • Level 2

For those who have already launched a successful app with at lease 500 users, extends benefits to credits and network discounts
  • Level 3

Targeted at those maintaining a successful application with 1,000 users, offers GDP member spotlights and consulting services to help you scale successfully, among other rewards.

The blog post also states:

If you're already enrolled in the GitHub Developer Program, no action is needed on your end. You will receive an email detailing your level, as well as your benefits.

The new GitHub Developer website brings together access to the GitHub API and to its Early Access Program, which currently covers the GitHub GraphQL API and Integrations, the new way to extend GitHub introduced by CEO Chris Wanstrath to the 2016 GitHub Universe Conference, see GitHub Platform and Community Improvements . Now the extension of the GDP, opening it up to the entire GitHub community seems to be fulfillment of Wanstrath's promise for greater support its entire developer community made at that event.
